The Tunisian delegation asked whether the Spanish representative was prepared to give some further particulars in response to the request which his delegation had made at the previous meeting (paragraph 67, 1038th meeting, document A-C-4-SR-1038), to which the Spanish delegation replied that: ‘Certain details of the proposed list constituted a personal offence against all Spaniards, whatever their convictions’ (paragraph 68, 1048th  meeting, document A/C.4/SR.1048). The Tunisian representative pointed out that, in view of the Spanish representative’s remarks, particularly those concerning the Canary Islands, his delegation would find it difficult to vote in favor of the complete list of territories in the first Ukranian amendment. He therefore requested that a separate vote should be taken on each of those territories (paragraph 71, 1048th  meeting, document A/C.4/SR.1048).


Draws attention powerfully, coming to surprise, the wording given to the minutes corresponding to session 1048a as the representative of Spain at no time appoints the Canary Islands, while the delegation of Tunisia precisely uses the explanations given by the Spanish delegation on the Canary Islands as an argument for Request that each of the territories listed in the first amendment of Ukraine (Ifni, Western Sahara, Fernando Póo, Río Muni and the Canary Islands, documents A_C.4_L.649 AND A_C.4_L.651) be voted separately: ’the comments of the representative of Spain, in particular those relating to the Canary Islands’.


The Spanish delegation made considerable efforts to prevent the mention of the Canaries by the international press (Even actually the information of the Spanish televisions manipulate until the geography placing the Canary Islands next to the Balearic Islands or near Portugal). After the first unfinished attempt to incorporate the Canary Islands into the Non-Self Governing Territories, the Committee of the Six finally decided to point out that these territories, in the Spanish case, were Sahara, Ifni, Fernando Póo and Rio Muni. Delegates from several countries strongly protested this short list of designated territories, and since the case of Portugal and Spain was being dealt together, the delegate of the United Arab Republic - then formed by Egypt and Syria - said that if these territories were named and not the others that were missing would be denied the future right to their independence as, unfortunately, so has happened to the present with the Canary Islands.


Among these missing territories the permanent representative of the United Arab Republic, Loutfi, mentioned Mozambique, Angola and the Canary Islands.


The shamefull intervention of the Spanish delegation shows its "most energetic protest, its most relentless repulsion for this inconceivable aggression, an unprecedented offense, a monstrosity never expected of the Delegate of a friendly country, the RAU, against Spain, against its entire people and against a sacred part of our country, the Canary Islands "(Piniés and Rubio, Spanish colonization in the United Nations, 2001: 32). Spanish government minister Castiella congratulated Aznar (Aznar's grandfather who, together with Tony Blair and George Bush, declared the illegal war on Iraq, still pending trial for International Jurisdiction) by encrypted telegram for the "Has been able to minimize such an annoying incident by looking for a suitable solution”. The Spanish pressure continued in meetings parallel to the development of the General Assembly. Aznar contacted the RAU permanent representative to the United Nations, Loutfi, and with Ambassador Rifai and agreed to withdraw the mention of the Canary Islands and the replica of Spain from the official minutes, apparently forgetting to "negotiate" the withdrawal of the allusion to Canary Islands with the Tunisian delegation. The purpose was that the name of the Canary Islands did not appear anywhere, hence the refusal of Spain to facilitate the name of their colonies. About what one does not speak it does not exist!


The Haitian delegation proposed that a separate vote be taken on the Canary Islands only, a proposal accepted by the Tunisian delegation, while the delegation of India proposed that a separate vote should be taken on the words "on the following Non-Self-Governing Territories". The proposal was rejected by 42 votes to 15, with 16 abstentions. The Polish delegation felt that, in the circunstances, it was pointless to vote on the remainder of the first amendment, and the Chairman proposed that the remainder of the first Ukranian amendment should not be put to vote. 


It was so decided (paragraphs 72-77, 1048th meeting, document A/C.4/SR.1048).


To see if we have understood it well. The Canary Islands are not considered by the United Nations a Non-Self GoverningTerritory (which in any case does not mean that it is not) pending to decolonize in order not to offend the country that has subjugated to us for more than 615 years?
